PART I: The Business Immigration Team
J.F Bertrand, LL.B
Admitted to the Quebec Bar in 1983, JF has acquired a vast experience of over 30 years in immigration litigation, as trial lawyer in the several courts and tribunals that have jurisdiction in immigration matters in Quebec and Canada. With more than 135 decisions published by the Federal Court of Canada (and many more unpublished), JF is a leading immigration litigation attorney in Canada.
Bruno Deslauriers, LL.B, MBA
Bruno, an attorney / MBA graduate, has been a member of the Quebec Bar since 1981. Over the past 25 years, Bruno has acquired an extensive experience working for leading high-tech companies. He brings a unique contribution and legal support to investors and entrepreneurs under the immigration programs.
Jessie Li
Jessie has been working in immigration field for more than 20 years. She has a vast experience in immigration and specializes in business immigration programs, and skilled worker programs. She advises and assists clients in completing the required paperwork and in providing the appropriate supporting documents during and after the processing of their applications. Jessie speaks English and Mandarin which allows her to efficiently interact with our Chinese speaking clients.
PART II: The Business Immigration Programs
Introduction
There are three (3) programs for business applicants in the province of Quebec. Those programs are summarized as follows:
The Quebec Investor Program (QIP)
To be eligible, the Investor is required to meet the following criteria:
- At least 18 years of age;
- At least 2 years of management experience in the last 5 years;
- At least net assets worth 1,600,000 CND$ (approx.1,200,000 US$);
- The assets must have been obtained legally;
- Investment of 800,000 CND$ (approx. 600,000 US$);
- Passing score: 40 points out of 94;
- Must come live in Quebec, Canada;
- Quebec receives a limited number of applications at periods it decrees (no quota for intermediate-advanced French-speaking investors);
- Other requirements.
The Quebec Entrepreneur Program (QEP)
(The Minister will not receive any application under this Program between April 1, 2017 and March 31, 2018 – 2017-004 Ministerial Order from the Minister of l’Immigration, de la Diversité et de l’Inclusion dated mars 24, 2017)
To be eligible, the Entrepreneur is required to meet the following criteria:
- At least 18 years of age;
- At least 2 years of management experience in the last 5 years;
- Experience in a lawful and profitable enterprise with control of at least 25% of the equity;
- At least net assets worth 300,000 CND$ (approx.225,000 US$);
- The assets must have been obtained legally;
- Must invest at least 100,000 CND$ (approx.75,000 US$) in a new business or to acquire at least 25% of the shares of a Quebec enterprise;
- Passing score: Selection Phase: Business project: 50 out of 112 points – Acquisition: 60 out of 112 points;
- Must come live in Quebec, Canada;
- Quebec receives a limited number of applications at periods it decrees (no quota for intermediate-advanced French-speaking entrepreneurs);
- Other requirements.
Quebec Self-Employed Program (QSEP)
(The Minister will not receive any application under this Program between April 1, 2017 and March 31, 2018 – 2017-004 Ministerial Order from the Minister of l’Immigration, de la Diversité et de l’Inclusion dated mars 24, 2017)
- At least 18 years of age;
- At least 2 years of experience in a NOC profession;
- At least net assets worth 100,000 CND$ (approx.75,000 US$);
- The assets must have been obtained legally;
- Passing score: Selection Phase: 44 out of 83 points if without a spouse, or 51 out of 96 points with a spouse;
- Must come live in Quebec, Canada;
- Quebec receives a limited number of applications at periods it decrees;
- Other requirements.
